You are correct.
VINs do not correlate between final assembly locations. The sequential portion of the VIN (more or less) increments up with the order of build.
Some plants have an accumulator, or body bank, after the body shop (before paint) and after paint (before trim), which allows shuffling the build order based on operator workload or lack of availability of parts. (Can't have too many stick shifts in a row, can't have to many a/c jobs in a row, can't have too many cab running lights in a row, etc).
Fremont is an example of a plant that built straight through (no accumulators). I do not recall if St Louis built straight through or not.
