Okay I'll bite. Strip the paint off with the disc. Invest in a quart of rust remover / metal prep which will dissolve the rust and leave a zinc phosphate film which will inhibit further rusting While you have the hood off dump the rust remover prep down into the seams because if it rusts that's the first place it'll go
. Seal it ,and Prime and paint it. If you use a coarse Grit 80 be sure to apply enough coats of primer and sealer to ensure that you do not get sand swell marks after you paint the vehicle. Having painted for the last 40 years I cringe when I think of people using 80 grit but that's the common advice today. if you decide to replace the hood for replacement panels , asked around, to make sure it fits properly a lot of them don't.
