Yes the holes had to be made in the frame because the crossmember was moved up. You do not want to bolt to the frame as it would flex to much. This way all the stress is on the crossmember as it was factory. Tubular arms are lighter?? I bought them cause they looked cool. I beleive they may give you a little more clearance also??
