As far as how high you mount the tank I'd figure out where the bottom of the cross sill will be and be at least a half inch below it.

It's nice to be able to drop the tank out the bottom and could be needed if you have the pump for FI in tank but otherwise it isn't an absolute must have. It just makes a lot more work if you ever have to pull the tank. A lot more work meaning that you have to lift the complete box off the frame to get to the tank. As you do now want to move the crossmemember that goes into the hazards of the plan thing and so be it and as long as your tank unit never goes bad or the sock on the pickup tube if there is one never plugs up life is wonderful.
