The best way, if youve got a couple extra bucks, is to pull the tank and have it hot steam cleaned and recoated. that is the best way next to replacing the tank.

the cheaper side. 5 gallon tank of naptha is about 50 bucks, pour some in, you and a buddy shake the heck out of the tank and repeat 4 more times.

cheaper, baking soda or vinegar, same process as the naptha.
