The attic has vents in the soffit (some people call it bird blocks). Based on 1 square foot of venting for every 300 square feet of attic floor space. The heat in the attic rises out the roof vents drawing cool air into the attic from the soffit vents (convection). The gable vents you are referring to can actually disrupt the convection of air creating hot spots in the attic. That is what I read.
