If you do tackle this try a single edge razor blade before anything when the clear and or base fail you can remove big amounts pretty fast with a razor blade held and a angle. You will need to sand the base as stated above, inspect it well as sometimes the exposed base will have so much damage that it will need to be removed as well. In that case I take all the base then spray 2 to 3 coats of epoxy then 2 to 3 coats of high build primer then go with base and clear. if you strip it down and do the epoxy and high build you really dont need the sealer
