I figured it out! Mine was doing the same thing. The 2 wires are backwards, and it’s a new harness. What I did was pull the turn signal connector apart and that exposed the 2 blade connectors. I then got 2 jumper wires with alligator clips and affixed them to both ends of the turn signal wires but crossed them (blue to brown instead of blue to blue) and badabing my turn signals work. Before it was getting constant power to the high element and that was overpowering the low element which was in fact blinking, you just couldn’t notice it. Now it’s getting constant power to the low element and blinking on the high element like it’s supposed to. Hope this helps
