The shift indicator should move freely, but down at the base where the turn signal is I don't think it should. Maybe test it by taping the column so it won't move like it is hooked to linkage. Is everything tight on the column outside the firewall?

im assuming everything is tight inside the column, i put everything back the same way it came out. steering wheel bolt is fully tightened, everything under the hood is tightened... the base is the only thing that moves, its buggin the hell out of me!
