fish eyes
Got a hood for my 67 out of the junk yard, It looks to be all white from the
factory with orange around the raised portion of the hood, The flat portion on the top is all white. I was sanding down rock chips and oxidation good enough to lay down some primer. When I was sanding through the orange i was getting alot of pits in the paint, looked like swiss cheese. I cleaned everything up good, wiped down with acetone and sprayed primer. I got fish eyes all over where the prange used to be. What gives and how can I get my primer to lay down right? It was fine everywhere else on the hood.

dumb question but did you sand all the pits out? The orange was probably sprayed with fish eye eliminator in it. Ironic, that would be whats CAUSING them now. basically what the eliminator does it INTRODUCE silicone into the paint. mixed in it "eliminates" them. small quanities on the suface "causes" them. The acetone can be doing it too. Sand the primer flat, clean with wax and grease remover and then let it sit before you spray primer. Spray a light coat on first and you will see right off it they are coming back. If not, continue on.
