Post brake pedal return spring

i just did the power and front disc convertion on my 69' c-10 and am having a problem with the brake pedal not returning with the vacumm hooked up to the booster, it returns fine with out the booster in play. we replaced the booster already and had no luck. the brakes work fine just the pedal does not return, how can i tell if the return spring is strong enough? i am thinking that could be a possible problem.
