$ Advice for 72 short step (pics)

This truck is near me. It was a no-sale on ebay @ $2000. I went and looked at the truck in person. Very straight, original, un-molested body. All panels fit well. It has the usual rust in the rockers and cab corners. It's a 6cyl, 3spd on the column. I offered $2300. The owner was honest and said he paid $3000 for it and didn't want to take that much of a loss. How much higher (if any) should I go? Is it worth much more than my original offer? Just curious.
