Mounting a fuel cell

I have a few questions about mounting a fuel cell. Should I be mounting it in the bed or below the bed? I would like to put it in the right spot for weight transfer the first time. It won't be hauling anything in the future. When I make my retaining straps should I insulate them with rubber to protect the aluminum tank? What do you use for a vent on the tank? I was thinking of running a hose from the rollover valve to an inline fuel filter.
