TBI Fuel or no Fuel that is the question

I have a 88 V30 with a TBI 350. The fuel pump will not run when you turn the key on and the injectors will not fire. If I run a power lead to the extra wire on the relay then I get the pump to run and the injectors will fire but not enough to start the truck. If I shoot starting fluid in before attaching the power lead it will start up and stay running. Once running I can remove the lead an it will run fine.

So my question is what makes the pump start for the first time and also primes the intake for the start. The injectors just give little pulses when tring to crank over with the lead hooked up.

Here is a pic of the lead attached to the relay.
