Exclamation Question about Bags when riding "Layed Out"

I see all these youngsters out there with videos of them riding about 1'' off the ground down the highway for miles and miles. Every time I try to drive that low it feels like I have hydraulics or sitting on a pogo stick. When I'm completely aired out (Bags Flat) I'm about 1'' off the ground (I do not lay frame), so my question is do these guys install their bags to still have air pressure in them when they ride that low? Or are their bags completely depleted and flat?
