Frame holes are elongated where shocks connect

Hey guys.
I am guessing my 68 was used for off roading in the past. The shock holes in the frame are now oval. I am planning on welding them back to round. I am guessing I should weld from the top down???? The off roading caused the shocks to jam upwards and push the holes upwards??? Any suggestions on how to fix this to make them round again would really held. I'm a total noob.
