testing a torque wrench ?

I picked up a 16 inch torgue wrench, ft. pounds at a garage sale. If I set the torque at 30 lbs. and put a 30 lbs. weight on the end in a vice and clicks should be good right? I couldn,t understand the u tube vids as LxW divided by 12 in. which would make it around 44 lbs. I,m thinking at the 12. inch mark on the wrench it would be 44 lbs. not at 16 inch.Math aarg
