Dumb question, but how are the staples holding the rubber seal to the metal of the inner fender?

they go through the fender like it was paper. Must be quite the stapler they used

The kit I bought from Brothers with the rubber seals also came with a group of staples and seems to indicate that they are simply inserted. Unless there is some incantation one must utter to tame the gods of steel to allow the staple to penetrate the inner fender, I'm confused on how to get them to penetrate.
