You are a board member already. He's saying whoever is nominated must also be a board member and the current owner. So you cannot nominate your buddy that has a cool truck but isn't a member of this forum (board).

I was curious about that too, but I think it just means a member of this message board, not the Board of Directors. Someone please correct me if I'm wrong.

forums are message boards, forum members are message board or board members. A forum or message board is a community, members are also referred to as members of the community. Board members was the coined term years ago, the others followed.
