Turn the switch again and the wipers will operate without delay in slow speed. Turn the switch from off to high and the wipers operate in high speed as normal. To go from off to slow with no delay turn switch to high and once the wipers start to operate turn switch to slow and they will operate in slow with no delay. If your in slow and want to have a delay turn the switch to off and back and you will have minimum delay. Another turn to off and back and you would have the 3 second delay. It sounds a bit complicated but in real life I don't even think about it when I use the wipers.
