The motor issue is obvious.
The pump?
These type pumps are notorious for “Drain back”, where the fluid drains away from the pump, but then there’s not enough pressure to pull the fluid back up into the system.
Have you tried “Priming” the pump?
I had to do this with mine to get it working.
Take a squeeze bottle filled with fluid and hook it to the hose, squeeze the bottle, while the pump is actuated.
Unless the diaphragm and seals a dried out, this may fix your issue.
Rebuilding the pump itself is pretty easy.

The motor doesn't come on at all when I push the button, almost like it's just burnt out from years of use or corroded from sitting unused. The wipers do work when I turn the switch, and when I press it in for the washer and wipers. Is there a fuse for the washer motor that could be bad?
