You could increase the length of the weld by cutting along the red lines and then remove the green sections.

ooo that looks like some good math involved lol. definitely would help. i havent ordered anything for the new hinges just yet, might give this a shot when i pull the hood.

I think the only math would be to make the width of the removed section match the distance you want to move the hood back. I'd be inclined to tack it in place to verify the hood is where you want it before welding it all the way together.
