Possible Quadrajet issue

Disclaimer, I haven't rebuilt a carb yet, but at some point I will

Anyways, of course, my Quadrajet carb book is back at home, so the answer might be in that, but I figured I would ask while I'm still here in Milly.

On the vacuum port circled in red, I pulled the cap off and fuel spilled out
It doesn't seem that fuel is coming out when the cap is on though. Also, when I put the cap back on, I noticed the port was a little bit loose and air bubbles formed around where the port goes into the carb body.

Picture is from when I first put the carb on the engine over 3 years ago.

Anyone seen that before? Have any advice?
