What was under your factory paint?

Im in the last stage of getting my truck to bare metal. The hood is my last big piece and I started removing paint yesterday. This truck has OE paint + 1 respray + 1 cot of old primer on it.

There are tiny rust patches (not exactly pits) all over the hood. My roof skin was the same, as was the cowl. The horizontal surfaces have much more than the doors and fenders did. These are just into the metal enough that my surface prep discs wont take it off.

This is too much to hit with my spot blaster and I plan to have the hood media blasted professionally.

Is this type and quantity of rust normal? Aside from the obvious scratched areas, how does this form under the paint?
