Firewall and cowl area rust

What’s the best way to tackle rust in this area. It’s not bad at all. The worst is the seam along the ridge with the arrows. Is there a way to remove the inner cowl area to get at and inspect, repair and paint inside the cowl/wiper arm area and get to the fresh air vents etc? Does the whole firewall have to come out? Or just the cowl area?

How would you do it?

There are a series of spot welds that holds it on. You can drill them out and remove the whole section.
