what is this tool

I've had this floating around in my pliers drawer for a long time never paying it any mind it's time I know what it is and it's use
I'm sure it's a easy one. I just can't think of it.

looks like a hose pinch -off pliers

you use that to pinch off the hose to do repairs without loosing fluid

I knew that

no really i kinda figured thats what they were but ya know when in doubt ya gotta ask.

these really dont open that wide. by the looks of the locking thingy you would think they would.

and all these years i've been shoving golf tees and pencils to plug smaller lines and punches for bigger hoses

i dont even know where i got these from i had them so long and they certainly are not the only tool i have that i have/had no idea what its for

i was digging the other nite for my couple sets of snap ring pliers and saw these again and thought hmmmm.
