A/C POA valve help

Trying to check and adjust the POA valve on my 72 K10. I have have the valve off and in the vise with air pressure at the regulator at 50 psi and a gauge hooked up at the valve. The set point was at 30 before I tried to adjust it. I'm really struggling to get it set at 26. Question 1 ,once you back the adjusting nut off then you turn the square metal tab counterclockwise to lower? Or is the square metal tab actually the lock nut and you turn the nut? Question 2, When you put air to the valve are you going to hear air coming out as it builds pressure up to your set point? Any help would be great.
