What function does the circled part in the picture do?

Works with the HVAC controls to open / close the cowl damper. The dashpot is controlled by vacuum. The shaft going into the cowl at the top of your circled area connects to the damper that's inside the cowl.

The door controls whether the AC is using outside air or inside air.
