Painted Bumpers

Hello, I have a 2007 GMC I am getting ready to sell. The truck has aftermarket black painted bumpers front and rear. The type you see a lot in the south, I would call the front a cow pusher/grill protector type.
The bumpers look a little ratty from time and sunlight, the paint is getting a little thin with light surface rust on a few edges.
I thought about removing them and possibly stripping them and repainting. But now am reconsidering that and may just clean well, scuff with a 3m pad, sand the few rusted areas, and repaint on the truck.
So my question is what paint to use? I could spray with puff cans if there is a product that is of high quality, or I could roll with a small foam roller.
Thoughts from folks here would be appreciated.
