th400 problems

its a th400 with street strip shift kit brand new vacuum mod and i checked vac at carb and vacuum mod its around 10 but no matter what it will shift around 4000 rpm is that enough vacuum to operate or do i need more any help would be appreciated

Who did the shift kit? sounds like a valve body problem. Was the governor modified?

sounds like something may be stopped up,or they left something out,put it on jack stands and run it through the gears and see what it does.
