70 suburb gas tank help?

ok mine had the dual tanks from the factory, but i am only using one (21 gallons in enough for me). The problem is when i try to fill it, gas comes back out almost as fast as i pour it in. What is hooked up is the filler neck, the vent hose that goes from tank to filler neck, and the fuel pickup. I think maybe i need to tee into the vent hose and run a line up to the charcoal canister under the hood for more venting? Anyone have any other ideas? Im about ready to drive this hoss.

Is the other tank still in there?
Is there just one fuel fill inlet, and then does a Y to feed both tanks?

Have you tried lowering the tank down to see the vent tube? If the tank was installed really tight up against the floor, the rubber hose can crush to half diameter. Then over time, that hose could have degraded to the point where it is now blocked.

No just one tank it was a frame off build and the tank was dipped/coated and all new hoses. The two tanks originally had a transfer hose from bottom to bottom but I just plugged the hole in my one tank. The lines aren't pinched or anything just not sure what is goin on.
