Sorry just catching up here. Dunno if it would help you but I believe I have an nos seat back cover the style you were looking for in Oct. I know your seat back is good so no idea if this would help you

Same seats that were in my 72 . They were pretty ratty so I believe I tossed them . There is a company that reproduces it .

Should just be a miniskirt?

Honestly, whoever is using the facility should just close the door latch. One of the gun ranges I go to has windows in the men's room where anyone walking by can see the guys standing at the urinals. Real building code compliance, right there.
