help with font clip alignment

Putting my front clip back together after a few years and it is frustrating me to no end. The hood touches the pass. fender when closed and when i try to put the grill in the pass. fender is flared out on the bottom and to tight on top. I have taken everything off and back together with no change. I have shims in the pass side to help push out. Does anyone know someone in south Texas that i can take it to?
