Turn Signal & Headlight Problem

I have a '70 that is having some light issues.

The turn signals don't work completely. You can see the light go in and out but it's a very small difference in light output. The headlights are also unequal, the passenger is a lot brighter and the driver is dim. Same goes for the other lights on the grill.

The side markers light up, but do the same blinking problem.

Would there be a benefit to just replacing all the fuses in the box or is this a problem in the harness by the headlights?
