Circuit numbers in Wiring Diagrams

In my service Manual the wiring diagrams have circuit numbers,
but there isn't a list what these numbers mean.
For instance circuit 28 is the wire that goes to the Horn relay coming from the horn contact.
I want a complete list explaining these numbers.
Can anybody point me to the right direction, or mail me the list?
