what can be done to clean up the frame etc. i would like to clean it and paint it as best as i can. am i resigned to sandblasting or will a wire brush take care of it? how much would it cost to take to somebody to get the back half cleaned and painted? i don't think it is rusted very bad just lots of dirt and grime.

Powerwash to remove the worst of the mud, allow to dry, spray with engine degreaser and work in with a stiff brush, allow to eat into grease as per manufacturers instructions and then powerwash again. This will remove the grime and oil, there is no point trying to get rid of the rust/paint until it is clean, it will just take ages and the paint will never stick. You could also take it somewhere and have it steam cleaned.

after that it's either wire brush in a grinder, or sandblast if you want to remove all the rust and then paint with the paint of your choice. Most people here sem to like POR15 as being really tough. No idea on costs as I live in a different country to you!

If you have a BIG LOTS discount store around they have oven cleaner for 99 cents a can, 12 cans will clean grease and undercoating from a swb frame.
