Turn on your headlights and see if your wipers work

Here's how to test the wiper motor...

Also, the wiper switch has to be installed and tightened down in the dash before the wipers will work. That is where they get their ground.

The yellow wire that plugs into the wiper motor is the power wire and is hot with the key on. You also have to have the wiper switch grounded as said, and the wiper motor has to be grounded as well.

Replacing the wiper motor is about a 9 out of 10 on the PITA scale. 40+ years of dirt will fall in your eyes, and your hands will look like you tried to milk a male badger when you're done.

Oh, sorry. Just realized you already tore your hands up installing a new motor. Since it doesn't work, there's either no juice to the motor, or the new motor is dead. Run a hot wire to it and see what happens.
