Yes, looks like a replacement, look on the frame , drivers side on top of framerail in engine compartment for original VIN.

the truck was it owned by the state on Kansas as a work truck? . could be there fleet number for there records

If that's supposed to be a vin#, and not, as yelmer speculates, a fleet type number, I'd say the important thing would be if you have a clean, assignable title issued by any state that matches that assigned vin, showing that it's been registered somewhere with that number. There could be a lot of reasons for that, the frame# may not match the cab#? I wouldn't NECESSARILY avoid the truck just because of that. You might try to talk to Tony Smith at 4-5-6 Chevy Trucks in Kansas City, KS. he probably has some experience with Kansas DMV who issued that vin#, he probably knows how those are issued. (He's also very knowledgeable about these trucks in general). Just my opinion.

Does it have a gm vin by chance on the cab. It so does it match the frame ?

It is listed as a 1966. This is the Vin # he sent me. Also asked for the model #. He can't find that one either. From what I can find on the internet, it seems like a replacement tag. This is the only # in the door frame that he can find. I live in Connecticut and the truck is in the Midwest. I personally don't think it is in my best interest to pursue this truck. Thanks for all your help on this issue, I will keep looking around and keep my options open. EvanEvan

my buddy built a frame off 55 chevy car and lost the vin tag (was removed while bodywork was done) the the title matched the frame #. he had to go the chp (hwy patrol here in calif.) to verify #'s. was issued a similar vin plate. I would say it's legit. why it was issued is a another question.

does the guy have paper title to match that #? if that is the # on the title i would NOT worry... in ca. they do the same thing say if the cab was changed? built out of parts on hand? frame change? there are many reasons why states issue new VIN#s check this out http://67-72chevytrucks.com/vboard/s...d.php?t=316902 .... another thing you can do is take a pic of that vin# tag to your dmv and ask them what they think? after all they will be the ones to title it to you
