1970 Steering wheel horn cap

Hello all,

Final stages of finishing the horn assembly install with the repro cap from classic. I feel as though I am missing something. I used the kit and if I depress it, the horn works. I have the piece in the pic that I do not where it goes. The problem is that the cap seems as though it should have rubber seal or spring that holds it out. What am i missing??
