Question Why are these bumper brackets different?

These two brackets are the same length as my aftermarket sport fleetside outer bumper brackets, except these are both heavier weight. I am comparing just these two outer ones of the same side. My question is: Was the cut-out (circled in yellow) on one of these factory done or homemade? Why the cut-out? Different application maybe? Or home remedy?
