Wood bed board question

Looking at GMCPAULS and reading the section on wood beds it seams that the outer boards have NO grooves cut on the outter edges for the angle strips.

Do I understand this correctly?... no grooves under the angle strips?

Why was it done this way?

There is 3/4 inch spacing between the bottom of the angle strips and the top of the flange on the front bed panel and the flange on the rear cross sill. These boards are held in place via the angle strip bolts and do not move like the rest of them.
