Fan fuse keeps blowing

This has been an issue since I got this 89 Suburban back in May, but the fan for the heater keeps going through fuses. When it started it would only blow the fuse after running it too long on high. I replaced the fuse then when using it today it blew on low after about 20 minutes.

I was thinking the fan motor was overloading, but it always turns fine and makes no noise.

Anyone else dealt with this issue?
