Removing the odometer wheels

I am going through this old thread

I am at the point of removing the odometer wheels. I have removed the clip that prevents the wheels from moving to the left.

After removing the clip, the slot in the shaft is visible. That is where the clip was attached. Now there is nothing (I think) to keep the wheel assembly from moving to the left.

The problem is, I cannot move the assembly to the left at all. I've tried some PB Blaster penetrant to see if it would free up, and it has not yet worked. I grab the shaft with some needle nose pliers and wiggle it a little, hoping to free it. What do you guys think is going on here? Just frozen from rust, or am I missing some critical step?
