Is this a factory spare tire holder?

I have seen so many different types, I just wanted to know if this one is a factory option or if it was just an add on.

I have seen them in black and in body color. How much you want to bet the black ones were mostly dealer add-ons and the painted ones were factory.

Any chance of a shot of the bottom end where it attaches to the bed and a closer shot of the doodad in the middle?

It looks like it would be quite easy to fab something similar as at the moment I have my spare chained in the bed and I want it to stand it up at the side. Can't afford the shipping costs of a genuine one to the UK, have just been quoted $71 to ship a set of $60 Allan Grove Components small block power steering pump brackets over via UPS....ouch! Can't find a bracket set in the UK for love nor money. Owning an American car in the UK has it's drawbacks!
