Which way does the front bumper mount?

Stupid question, I know. Just got my 1960 GMC stepside back from the paint shop (mediocre job), and I never had the bumper on-came with it, lying in the bed. Does the buldge go towards the bottom, as I am guessing, or the top? Nothing lines up perfect-so, holding it up didn't answer my question!

Thank you. Doesn't line up well that way, so I guess I'll use a few washers behind to shim it.
