Attention Gear heads

Just took my first road trip on a new engine break-in. The engine is a 283 with a sm420 and 3:54 gearing. My fuel mileage was a whopping 13 miles to the gallon, I figured it would be up around 27. Looks like I'll be tinkering with jet calibration in the eddy carb. If this doesn't bring up the mileage should I swap out the rear end for 3:08's or change tranny for an overdrive?
