Yeah. Every mod has to be engineered.

Also worth noting that different engineers interpret the rules and regulations differently. What some engineers will pass, others wont, and vice versa.

Ideally youre ment to consult an engineer before starting the build as not many people want to touch it after its already built. I have not spoken to any enginneers,
