Tires - Sidewall peeling off

Just purchased a used set of tires and wheels for my 71'. On one of the tires the black outer layer is peeling off in a few places along the sidewall. Is there anything I can use to repair this? Otherwise the tire is in great shape. I've never seen this happen before. Thanks in advance for your help.

NOPE your tires are shot time for new ones, you could take them to a dealer of that particular brand and see if they'd give you a pro-rate adjustment but if you try that DON'T tell them you bought them used

Sounds to me like it was rode on while flat. I'm hard on the white letter tires (curbs), but never took out chunks.
